1. Acceptance
By accessing or using parsedata.io ("Service"), operated by BID Partners LLC ("we", "us"), you agree to these Terms. If you don't agree, don't use the Service.
2. The Service
ParseData turns US federal and public records into entity-resolved, point-in-time datasets and event feeds — spanning business, employment, carrier, procurement, enforcement, and distress records through Govparse, and healthcare provider, pricing, quality, and change-event records through Healthparse — delivered via API, Snowflake Marketplace, AWS Data Exchange, and CSV.
We do not claim ownership of the underlying government records published by the US DOT Federal Motor Carrier Safety Administration, the US Department of Labor (OFLC and WHD), OSHA, the EPA, SAM.gov and Grants.gov, the IRS, the SEC, state workforce agencies, and the US Department of Health & Human Services agencies including the Centers for Medicare & Medicaid Services (CMS), the HHS Office of Inspector General, and the FDA. Those records remain in the public domain. The arrangement, indexing, normalization, entity resolution, derivations, software, and presentation comprising the Service are our copyrighted work.
3. Records as filed — no judgments
The Service is observational. It reports what public records show, as filed by the issuing agency, with the record vintage documented. A record appearing in the Service is not a finding, score of wrongdoing, or judgment about any business or person by us. Records may be incomplete, lag reality by weeks to months, contain agency errors, or describe allegations that were later resolved. Always verify against the cited official source before acting on a record.
4. Not a consumer report
The Service is not a consumer reporting agency and the Service does not provide "consumer reports" as defined by the Fair Credit Reporting Act (FCRA), 15 U.S.C. § 1681. You may not use the Service or its data, in whole or in part, as a factor in establishing a consumer's eligibility for credit, insurance, employment, housing, or any other purpose regulated by the FCRA. Use of the Service for any FCRA-regulated purpose is prohibited and constitutes a material breach of these Terms.
5. Accounts and API keys
Where the Service issues accounts or API keys, you are responsible for activity under them and for keeping keys confidential. Notify us promptly of any unauthorized use. Keys may not be shared across organizations.
6. Fees and metered billing
Paid API access is metered per call at the price published in the catalog at the time of the call, and billed through Stripe against your account, or settled per-request via the x402 payment protocol. Metered charges are computed from our usage ledger, which is authoritative. Fees are non-refundable except as required by law. Taxes are your responsibility. Published prices may change prospectively at any time; the catalog is the source of truth.
7. Acceptable use
You agree not to (a) scrape, mirror, or systematically extract the Service's output in volumes inconsistent with your plan or the published rate limits, (b) resell, sublicense, or redistribute exports or API responses as a competing data product, (c) present the Service's records as findings or determinations about a business or person without the observational framing and source citations they carry, or (d) attempt to bypass authentication, rate limits, or paywalls.
8. Data accuracy and limits
We surface records sourced from official government publishers and document the source vintage on every dataset. We make no warranty of accuracy, completeness, or fitness for any particular purpose. Use the Service for analytical, research, and workflow purposes — not as the sole basis for high-stakes decisions about specific businesses or individuals.
9. Termination
You may stop using the Service at any time. We may suspend or terminate access for material breach. Sections that by their nature should survive termination (IP, disclaimers, limitation of liability, FCRA restrictions) will survive.
10. Disclaimers and limitation of liability
THE SERVICE IS PROVIDED "AS IS" WITHOUT WARRANTY OF ANY KIND. TO THE MAXIMUM EXTENT PERMITTED BY LAW, OUR AGGREGATE LIABILITY ARISING OUT OF OR RELATED TO THE SERVICE WILL NOT EXCEED THE AMOUNTS PAID BY YOU TO US IN THE TWELVE MONTHS PRECEDING THE CLAIM.
11. Governing law
These Terms are governed by the laws of the State of Delaware, excluding its conflict-of-laws principles. Disputes will be resolved in the state or federal courts located in Delaware.
12. Changes
We may update these Terms from time to time. Material changes take effect 30 days after we post them; continued use after that constitutes acceptance.
